Regarding the proviso of new notice boards Mr Rod Eady kindly volunteered to take charge of the negotiations.
Several of the proposals made under the Ryedale Development Plan for possible future housing in the Parish were rejected by the Council. One proposal would destroy the shape and character of West Lutton, a second was rejected because the proposed site is in fact the front garden of a resident of West Lutton, whilst the proposal for Helperthorpe would detoy the linear character of the village, often given by Ryedale Council as a reason for rejecting planning applications.
Thanks were expressed to Mr Amitage for treating the benches in East and West Lutton.
Plans were made for the Annual Bonfire celebrations, again to be held in Mr Thornton’s field in West Lutton.
The Clerk read a letter of complaint from a resident, a copy of one sent to the Chairman of the Parish Plan Committee. When the questionnaire sent to all residents had been returned and analysed one of the main complaints was thestate of the footpaths, which for many years the Parish Council has, without success, tried to persuade North Yorkshire Highways Authority to rectify. A group of volunteers had attempted to attend to the path in Back Lane, West Lutton, but unfortunately enthusiasm caused some mistakes to be made. The Chairman of the Parish Plan Committee who was present, made a statement on the matter. It was decided that the Clerk sould contact the Highways Authority for advice, and an attempt made to remedy the situation to the satisfaction of all concerned.
The next meeting of the Parish Council will be on Tuesday, 8 December 2009 in Weaverthorpe Village Hall at 7.00 pm.

A response from the Police regarding on-street parking in West Lutton says no Police action is necessary
The Annual Bonfire was again a great success, as shown by the sum of £261 being donated by those present. For the first time ever, however, the Parochial Church Council of St Mary’s, West Lutton refused the loan of two tables for the refreshments, but fortunately two residents of West Lutton came to the rescue with one each.
The vacancy on the Council was filled by co-option. Two people had expressed a desire to the considered, Mr Keith of Hillside Way, and Mr Crawford of the PCC. By a majority decision Mr Keith was elected. Since his arrival in West Lutton 11 years ago he has been heavily involved in many aspects of community life, notably the Golden Jubilee Coronation celebrations, the Annual Luttons Fun Days and also being responsible for all aspects of the firework display at the annual Parish Bonfires.
Following a request from the Parish Plan Committee, a sum of up to £750 will be made available for the provision of 7 dog excreta bins, 3 for West Lutton, and 2 each for East Lutton and Helperthorpe.
Information has been received frm Ryedle District Planning Department that some regulations in regard to extensions to domestic properties have been changed. Yo quote from that letter “Minor extensions to the rear will no longer require planning permission”.
Information from NYCC states that improvement to foothpaths in the Luttons Parish would cost £7500, and this money is not available.

Precis of Minutes
1. Previous meeting’s minutes read and approved without dissent.
2. Rev Bayley reported that noticeboards for West Lutton Church and Hillside Way were well in hand
3. All payments had been made to the grasscutting contractor, the Auditors and the Hire of Weaverthorpe Village Hall had been made. There were no outstanding debts.
4. There was only one planning Application, for Pear Tree House, Helperthorpe.
5. Rev Bayley reported on a letter he had written on behalf of a resident to Edward Legard regarding the state of the footpaths between villages.
6. Rev Bayley wrote tendering his resignation with effect from 31 December 2008.
7. Andy Macdonald, Chair of the Parish Plan Steering Committee gave and introduction to, and explation of the Valley Website, soon to be created in the valley.
8. There were many comments about the on-street parking in West Lutton, thought by many to be potentially dangerous.
9. DATE OF THE NEXT MEETING – 27 January 2009.
The meeting was declared closed at 8.00pm.
