Dates for the meetings for the rest of 2010 are 19 July, 20 September and 15 November.  Meetings are held in the Village Hall and commence at 19.45

News from Weaverthorpe Parish Council

The next meeting of Weaverthorpe Parish Council takes place at 7.45 pm on Monday 15 March in the village hall (click this link for copy of the agenda); all parishioners are welcome to attend.  Later this month Ryedale District Council will be sending out the 2010/11 council tax notices, we are pleased to announce that there will be no increase in the precept charged by Weaverthorpe Parish Council.

The Highways Department of North Yorkshire Council have issued a notice confirming that a new 30 mph speed limit comes into operation on  Monday 8 March 2010.

Minutes of the meeting held on Monday 21st September 2009 in Weaverthorpe Village Hall at 19.45.

 Present: F Shellard (Chair), A Milner, J Fisher, G Downes, C Howe, C Heslington,    J Mason, T Thomson, M Rowland, J House (Clerk).

Apologies: None

1.  Apologies for absence: There were no apologies.

2.  Minutes of the last ordinary meeting of the Parish Council held on 20th July 2009. The minutes were accepted as a true record of the meeting and will be signed by the Chair.

3.  Matters arising: The Clerk drew attention to the notes of a meeting that the previous Clerk attended on 11th August 2009 with a representative of NYCC – John Putsey regarding grass cutting in the village. This clarified the extent of the grass cutting and indicated that the village would probably get two cuts before the end of the season. Also that the monies that should have been paid out for grass cutting would be returned to the parish accounts.

The meeting noted that as of that date no cutting had been carried out. (Post meeting note: some cutting was carried out the next day – 22 September 2009). The clerk had tried to contact the representative from NYCC with no success, but it was pointed out by C Howe that the name of the person named in the notes was incorrect. Further contact will be made with the correct person. If NYCC contractors do the cut in the future the area will gradually decrease to 6000 sq metres.

C Howe indicated that he would be able to re start the cutting in 2010, subject to some checks being made by the Clerk on any conflicts within the code of conduct and dependent on how NYCC had let the contracts. C Howe would want to know by Jan 2010 if he is to carry out the cutting.

4.  Finance: Summary of Accounts

The second instalment of the Precept (£2000) has been received.

 The bank balances are as follows:

 Approval was given to the following payments:

 After the above payments are made the Current Account balance stands at    £2004.90.  £500 will be transferred back to the Reserve Account.

 Other matters to report:

 The internal audit carried out by Yorkshire Internal Audit Services is complete. The accounts have now been sent to Mazars for the external audit.  As the accounts were late being submitted to Mazars there will be an extra £20 administration charge on their account when we receive it.

 The Village Hall have received a cheque from WPC for £187, but do not know what it is for. The clerk will check on this. Post meeting note: this is for Village Hall hire for the Parish Plan.

 5.  Correspondence

 The following correspondence received was presented to the Council and acted on as stated:

 -          Letter from RDC on the Local Development Plan informing the Council that there are no new sites but if additional ones are submitted to RDC they will be forwarded for comment.

-          Letter from YLCA seeking nominations for 4 parish representatives as co opted members of the Ryedale Area Committee. No nominations were put forward.

-          Notice of Ryedale area committee of NYCC previously notified to Councillors, which took place on 15 September.

-          Two surveys on the Local Transport Plan and the Council’s satisfaction with the Highways and Transportation Service. It was decided that the former was not relevant to Weaverthorpe. The latter was discussed and responses given to the Clerk to complete and submit to NYCC.

-          Annual Report from Ryedale CAB and invitation to the AGM which took place on 15 September 2009. The Clerk had attended this meeting. Funding continues to be an issue. In answer to a question about the service continuing, it will, but funding needs to increase. Contact details and opening times are displayed on the village hall notice board.

-          Ryedale Voluntary Action newsletter and invitation to their forum at Terrington Village Halll on 27 October 2009.

-          NYCC letter re salt bins and heaps and the relevant charges for information.

-          An invitation from the Chair of RDC for the PC Chair and Clerk to attend the Civic Service on 11 October 2009. Neither can attend, notification to be sent.

-          RDC Standards Committee meeting held on 17th September previously notified to Councillors

-          Parish Liaison Meeting to be held on 13 October at 19:00 at Ryedale House. No representatives from WPC will attend. RDC to be notified.

-          Ryedale Branch of YLCA will meet on 20 October 2009 at 19:00 at Ryedale House. No representatives of WPC will attend.

 6.  Planning Applications

 Application No. 09/00310/HOUSE for an erection of replacement single storey side extension to form a porch at 3 Rarey Drive, previously reviewed by WPC has been approved by RDC.

 Application No. 09/00871 at Broadholme, Main Street for the erection of  single storey extension to the rear to include attached double garage. No objections were raised against this proposed development.

Application No. 09/00909/OUT at land adjacent to Broadholme, Main Street for the erection of a dwelling (site area 0.064 ha). No objections were raised against this proposed development.

7.  Police Business

 C Howe reported that he had been to the recent Police Liaison Meeting where the only relevant topics of discussion were road safety relating to agricultural vehicles and cyclists on the A64 not using the newly constructed cycle paths..

8. Parish Update

 The Chair had been asked by a parishioner to raise the recent decision of the Village Hall Committee to not allow teenage parties to be held in the hall. This had come about because of previous noisy behaviour causing a nuisance to residents who are close to the hall.  Members of the Council felt that a blanket ban was rather harsh. A suggestion was made that perhaps the Village Hall committee could produce a code of conduct for users of the hall.  The Council decided that this was not Parish Council business but a matter for the Village Hall Committee to manage as a part of their management role.

 It was reported that the caravan on Carvell’s pit had been removed, allegedly stolen.

 There is no indication of progress on the 30mph speed limit. J Mason will ask A MacDonald if he has any updates.

 9.  Any other business

 There was no other business.

Weaverthorpe Parish Council Meeting – Minutes 20 July 2009

 

Weaverthorpe Parish Council held its latest meeting on July 20th, as well as the usual parish business a discussion took place with regards to the grass cutting in the village. Earlier this year the Parish Council informed the Highways Department that we would be opting back into their grass cutting service. In March, Chris Howe met with the project manager responsible for organisng the grass cutting contract. Chris walked through the village with him detailing which areas he cuts and which he doesn’t. The man from Highways advised that he would be returning the opt in documents and advising the Parish Council of the contractor who would be providing the service. Despite several attempts to get this information, to date nothing has not been received by the Parish Council. The Chair of the Council has undertaken to contact the Highways department to determine what options are open to us and gain clarification as to when and how often the grass will be cut. Updates will be published in future editions of the Warbler.

The Parish Council also discussed the consultation process for the Local Development Framework, which will in time replace the existing Local Plan. It is a series of documents that will facilitate and control land use and development throughout the district, ensuring that the right types of development come forward at the right time. Ryedale District Council are consulting on where to put this new development whilst still protecting the district’s unique character. The consultation period runs until 7 August. To date, they have received over 460 sites to be considered through the Local Development Framework. Only a fraction of these will actually be needed, so there are choices to be made about where this development should go. WEAVERTHORPE PARISH COUNCIL MEETING:

HELD IN THE VILLAGE HALL:

MONDAY 15 SEPTEMBER 2008

MINUTES OF PREVIOUS MEETING:

MATTERS ARISING:

There were no immediate matters for Council discussion

ACCOUNTS

The Council was notified by the Clerk that at present, the bank statements etc. are still being sent to Mr. P. Clarke (then forwarded to A. Lee) The Clerk has arranged with the Chairman that the appropriate action be taken allowing the statements to be sent directly to the present Clerk.  A full statement of accounts will be issued to all councillors when this has been arranged and the clerk has the full and correct documents.

CORRESPONDANCE:

1.    It was brought to the Council’s attention that the street lamp outside Laurel House was not working.  The Clerk was to contact Acorn Lighting to rectify the problem.

2.    The Clerk informed the Council that due to the increase in the Councils Insurance Policy (due to the new playground equipment being installed).  The Clerk has now sent a cheque to cover the outstanding amount as this hadn’t previously been done, and the Insurance Policy was now completely up to date.

3.    It was brought to the attention of the council that the Clerk had received an e-mail from Mrs Penny House at Boltby Cottage querying whether it was possible to move the Parish Council notice board to the site of the War Memorial.  As the Council members clearly pointed out: It was not appropriate to move the Notice board to the Memorial Site and as Mr G. Downes had kindly agreed for it to be fixed to the wall of his property, then the Council felt that it is appropriately placed within the centre of the village.  It was felt that not as many people would have access to the board if it was placed at the end of the village as this isn’t a prime position.  Whilst the Council would like to point out that any future information regarding the Church would be welcomed in the Parish notice Board.  The Council unanimously agreed that the board is in the best position available.

4.    The Clerk brought to the Council’s attention that there is currently an offer of a free website from Ryedale District Council.  It was discussed that it would possibly be a good way to supply information to the village and may also be a good way of supplying local news.  There were concerns that it would need someone to regularly update the site: however Andrew Macdonald offered to get in touch with Ryedale Council and pass on any information.

5.    The Parish Council received correspondence with regards to ‘adopting’ a telephone box.  The Council decided that as we are not currently on the list for removal of the village telephone then no current action would be required.

6.    The Clerk has been contacted via phone concerning the possible arrival of ‘The Benefits Bus’.  This matter had been handed to F. Shellard who has offered to make any necessary arrangements for its visit on 1st October.

GYPSEY RACE:

A point was raised by C. Howe that contrary to what G. Downes had been informed regarding responsibility of the beck outside his property (i.e. That the responsibility of the beck adjacent to Mr Downes was his own, stretching to the middle of the highway) that Mr C. Howe had made a thorough check and the same information clearly did not appear on certain other deeds. 

Also, the footpath had not been repaired on the North side of the road by the Council, it was agreed that the Clerk should approach the District councillor with a view to attending the next meeting, as the matter of cleaning the beck is now of highest priority with the oncoming winter weather.

It was discussed that it would be a good idea to place a write up in the warbler to see what other villages thoughts were regarding the cleaning and responsibility of the beck.  The Clerk said she would e-mail T.Thompson with some bullet points for the article.

It was brought to the Councils attention that the existing ‘kissing gate’ situated on the public right of way between Mr G Downes field and the current building plot opposite Rarey Drive Bridge has seemingly disappeared!

Upon inspection there seems to be remains to be remains of the rotting timber left.  The Clerk has added this query to the next agenda for Council discussion. 

 

A number of concerns were raised relating to the appearance of a travelling caravan that has appeared on Carvell’s pit. 

C. Howe gas contacted planning; he has informed me that someone is getting back to him.  The Clerk has contacted a Shirley Wilson of R.D.C. and has left three messages but as yet Mrs Wilson has not responded (apart from a telephone message informing me that she was busy).  The Clerk will ring her again!

 

The former concerns regarding the dividing wall at the rear of the Star Inn has been appropriately addressed.  The Clerk e-mailed planning with the comments of the council and was told in no uncertain terms to pass the concerns onto Ryedale District Council.

 

Mr. T. Thompson raised concerns regarding the existing buildings / hedge near the land adjacent to the rear of Rarey Farm.  The Clerk will add this to the agenda for full discussion at the next meeting.

 

POLICE BUSINESS:

There was nothing to update concerning Police Business.

The Council were made aware that the Church vandal had been found, had pleaded guilty and had been duly fined.

PARISH UPDATE:

Mr Andrew Macdonald had attended the Council meeting to provide the council with a presentation of the Parish Plan.

C. Howe raised a few questions regarding the funding from the Leader Programme; his concerns were that if we managed to retain some funding for the valley then by the time it was dispersed to each Parish individually, he was concerned there would be no funding left.

Mr Macdonald assured C. Howe that as the Parish covered the surrounding villages then each Parish has their own individual needs i.e. Wildlife Factors, Archaeological, and Heritage etc.  As a result of these individual factors this actually increases the chances of securing funding, which would be distributed as a whole throughout the Valley.

There is also an opportunity for looking towards improving Gypsy Race. (This could not have come at a better time as concerns over the beck are growing – especially within the Weaverthorpe Parish and the near flooding situation due to the bad weather)

The Social Benefits within the plan also aim to create better Rural Communities etc.

It was unanimously agreed that Weaverthorpe Parish Council would hence endorse the Parish Plan and Mr Macdonald would be given the Council’s full support and backing.

 

ANY  OTHER BUSINESS:

T.Thompson brought to the attention of the Council the apparent problem of Malton school Children getting home from Sherburn.

Apparently there is no transport available from Sherburn to Weaverthorpe and the children were left stranded when they get off the bus after school.

The Clerk has added this onto the agenda for the next meeting and has meanwhile contacted the relevant sources for advice.
