Minutes of Weaverthorpe Parish Council – 15 November 2010

Minutes of the meeting of Weaverthorpe Parish Council held in Weaverthorpe Village Hall on 15th November 2010 at 19.45

1. Apologies for absence

There were no apologies for absence.

2. Items to be raised by members of the public

There were no members of the public present, so no items were raised.

3. Approval of the minutes of the Parish Council Meeting held on 20th September 2010

The minutes were agreed as a true record of the meeting and signed by the Chair.

4. Matters arising from the above minutes

The clerk raised the following items:

Flooding works: the jetting below the culvert on Ropery Lane will be done when NYCC have the necessary equipment in the area.

Joint WPC / Police Surgeries: The clerk had passed on J Fisher’s kind offer to hold future surgeries in the Blue Bell, which was originally accepted by PCSO A Burkinshaw, but now he has changed his mind and is approaching the Methodists to see if he can hold them there.

5. Finance

Payment of £36.62 to G Ashby for plants for the village planters (this made the total for plants, £51.62 which is still within the budget of £55). £750 for grasscutting for 2009 and £1266.30 for grass cutting for 2010.

J Mason raised the subject of funding for plants that had been granted by NYCC to the Parish Plan. She would raise this at the next meeting of the Parish Plan as Weaverthorpe had not been allocated any of that fund.

The balances at the bank are £5184.94 in the Current account and £1013.17 in the Reserve Account, before the above payments are made.

As the new balance in the current account will be above £3000, it was agreed to move £1000 to the Reserve account.

The annual request for precept had been received from RDC. The Council agreed to leave the precept at the same level as 2010/11, which is £4000. The Precept Request was signed by the Chair and the Clerk.

6. Correspondence

A letter has been received from Anne McIntosh MP regarding the Post Office services following the closure of those facilities at The Star. The clerk had replied to update her on the new arrangements in the Methodist Chapel. Anne McIntosh replied to say she was pleased to hear the news, and asked that the clerk keep in contact on any further developments in the future. It was agreed that the clerk should write to the Methodists to thank them for this community effort.

NYCC are conducting a public consultation on proposed home to school and college transportation. The proposals are financially driven but are looking at denominational transport, 16 – 19 year olds with special needs and for transport to a preferred rather than the designated school. As this consultation is more for parishioners views it was agreed to place the details on the notice board and the web site. Reference to this consultation would be included in The Warber.

The Council noted the NYCC Fire & Rescue Summary of Accounts.

Two sets of correspondence were reviewed on the NYCC Waste Recovery PFI, from a local council opposing the development and an update from NYCC to say that NYCC and York Councils will vote in December 2010. If approved AmeyCespa , the contractor will move forward with proposals.

Ryedale CAB had written to all Parish and Town Councils seeking funding. It was agreed that as the PC did not give donations to charities that this request would not be supported.

The statistics from Safer Ryedale were reviewed and the council noted an increase in crime in September and October.

Information was received from NYCC giving reassurance on their levels of grit and salt for the roads throughout the winter. This correspondence also included guidance for snow clearance outside domestic premises. This information has been put on the web site and the notice board and included a reference on availability of this information in The Warbler.

The notice of the AGM of Rural Action Yorkshire on 27/11/10 and the annual accounts was noted.

Publications received were the RVA newsletter, Yorkshire Playing fields newsletter and Country Air from Rural Action Yorkshire.

7. Planning

A Sub group met on 12th October 2010 to consider:

Lyndene, two single storey extensions and a conservatory, no objections were raised. A later revised application has removed the proposal for the conservatory

Land adjacent to Dale Farm: Revised application as previous one was refused due to the development not being in keeping with the character and appearance of the rest of the settlement. The plans were for two buildings of virtually the same size with less windows. No objections raised but pointed out that footprint was the same size but less windows.

8. Police business

C Howe reported that there had not been any meetings of the CAP group for Ryedale East. The clerk agreed to contact NY Police to ask what had happened to this group.

9. Parish Plan update

The LEADER bid for village information boards in each village had been submitted. These boards would give information on the geology, flora and fauna of each village. The Parish Plan group are liaising with the Friends of St Andrews Church as they are proposing information boards for the churchyard.

10. Any other business

C Howe reported that 3 public seats in the village were requiring renovation. He has undertaken the task and was pleased with a donation of the timber required from Chris Boyes. The clerk was asked to write to Mr Boyes to thank him for his generosity.

J Fisher informed the Council that he had a conversation with the Manager at Vellco, who were going to attach a direction sign to the signpost at the crossroads, to try and reduce the number of lorry drivers who could not find Vellco then had difficulty changing direction if they missed the turning.

J Fisher also noted that the chestnut tree on the green had not fruited this year. It was agreed to monitor it in the spring to try and ascertain if this was a regular annual occurrence which may be a sign that the tree is deteriorating. It was noted that the tree is 100 years old in 2011.

The meeting closed at 20:30.

Garden waste collections will change to monthly collections during December, January and February.
